Preventing Another Mumbai: Building a Police Operational Art by John Sullivan and Adam Elkus

This recent paper by John Sullivan co-authored with Adam Elkus appears in the June 2009 issue of the CTC Sentinel published by the Combating Terrorism Center at West Point. Its outstanding. Operational art is a big missing link in law enforcement, and safety and security organizations. Leadership and frontline personnel need to grasp this concept and create and nurture an atmosphere where operational art is understood and utilized in solving the conventional and unconventional current and emerging threats and problems.
